The Dutch Ministry of the Interior and Kingdom Relations is responsible for outlining government staff policy. To help shape this policy, the ministry requires insight into the relevant developments on the labour market. One way of gaining this insight is to use prognosis models that can help predict the developments in the labour market for public servants.
The ministry’s wish for increasingly improved estimates with an increasingly higher level of detail, combined with the desire to be able to calculate the effects of a wider range of policy measures, ultimately led to the decision to develop an entirely new prognosis model for the public service labour market. This model has now been developed and assessed by CentERdata. The model, which the ministry dubbed ‘Apollo’, was incorporated in a user-friendly simulation program by Q Delft.
